can't see public wifi network ...

Hi!
I want to connect my macbook pro with an open and free internet network in my neighborhood. I could always connect to it with older mac's istumbler (but that software doesn't work anymore with snow leopard) and with windows xp (which uses a realtek software to control de wireless card of that computer).
Now that I have this new notebook, I can't see that network on the airport list that appears when I click the airport icon ... but it does appear when I look at the System Profiler list of surrounding networks.
Another information that could help, is that the name of this hidden free and open network, is exactly the same as another that does have a wep encryption. Maybe airport extreme has to choose one of them and preferes the one with more security? Is there any way to access to that open network without the needing of extra softwares as istumbler? Any ideas?
